What utilities do I set up when I move to Saginaw, TX?

The Short Answer

Four accounts, in this order. First, water: the City of Saginaw provides water, sewer, drainage and trash and bills them together through its Water Utility Billing Office (817-232-4640); start service before move-in day so the trash cart and the water are live. Second, electricity: Texas is a deregulated market, so you choose a retail electric provider yourself; the city's new-resident page links to the comparison marketplace choosetexaspower.org, the Public Utility Commission's own comparison site is powertochoose.org, and the wires are the same regardless of provider. Third, natural gas, if the house has it: Atmos Energy. Fourth, internet: the city names AT&T and Spectrum as the main options, and AT&T lists fiber as available in parts of Saginaw by address. Garbage and recycling are collected on Monday or Thursday depending on the address (city collection page). The city's residential rate sheet (effective October 1, 2025) lists a $16.52 monthly water base, $24.25 sewer base, $6.00 drainage and $15.57 trash before usage; whether the October 1, 2026 budget changed those figures was not confirmed when we read the page on October 17, 2026. Addresses on the Fort Worth side of 76179 are billed by the City of Fort Worth instead.

Water, Sewer, Drainage and Trash: One City Bill

The City of Saginaw runs its own water utility and bills water, sewer, drainage and solid waste on one account. The residential rate sheet the city posts (effective October 1, 2025): water $16.52 monthly base plus $5.11 per 1,000 gallons from 2,000 to 10,000 gallons and $5.46 per 1,000 gallons above 10,000; sewer $24.25 base plus $3.81 per 1,000 gallons, capped at 20,000 gallons; drainage $6.00; trash $15.57 plus a small line the sheet labels as tax. A household using 6,000 gallons would pay $16.52 + (4 x $5.11) + $24.25 + (4 x $3.81) + $6.00 + $15.57 = $98.02 before tax, reading both usage tiers as the sheet prints them (the first 2,000 gallons inside the base). The city's fiscal year changed on October 1, 2026 and we could not confirm whether the rates moved with it; the rate page is the source to check. Start service through the Water Utility Billing Office at 817-232-4640.

Electricity: You Pick the Provider

Most of Texas, including Saginaw, is a deregulated electricity market. The delivery wires belong to the local transmission and distribution utility and are the same for everyone; the retail electric provider that sends the bill is your choice. The City of Saginaw's new-resident page sends newcomers to choosetexaspower.org, a comparison marketplace, to pick a plan; the Public Utility Commission's own site is powertochoose.org. Plan terms, contract lengths and per-kWh rates vary widely; the delivery charges on a 1,000 kWh month totaled $64.36 under the base rates the Public Utility Commission approved April 17, 2026 (PUCT rate report, October 1, 2026), before Oncor's separate tracker rates took effect on a temporary basis for bills from October 4, 2026, which raise that figure; whatever the current total, it is the same on every provider's bill. Compare the energy charge and the contract term; the delivery charge does not depend on the provider.

Natural Gas

Atmos Energy serves Saginaw, per the city's new-resident page. The Atmos Mid-Tex residential customer charge is $24.40 a month for bills rendered on or after October 1, 2026 (Atmos Mid-Tex Rate R tariff sheet), before gas usage. Not every house in 76179 has gas service; newer all-electric subdivisions do not, and the listing or the seller's disclosure will say which.

Internet

The city names AT&T and Spectrum as the main internet providers. AT&T's Saginaw page says fiber is available in parts of the city, by address, with listed new-customer plans of 300 Mbps at $35, 500 Mbps at $50 and 1 Gbps at $65 a month (promotional pricing as shown October 17, 2026). Check the exact address on each provider's site before closing if remote work depends on it; the Census Bureau's 2020-2024 survey shows 97.2 percent of Saginaw households with a broadband subscription, so coverage is not the problem, speed by street can be.

Trash Days, Permits, and the Fort Worth Side

Garbage and recycling are collected on Monday or Thursday, set by address (city trash and recycling collection page). Building permits for fences, water heaters and the like go through the city's Building Inspections office, open Monday through Thursday and closed Friday. If your 76179 address is inside the City of Fort Worth rather than Saginaw, all of the above changes: Fort Worth Water bills water and sewer, Fort Worth's solid waste charge for a 96-gallon cart is $30.90 a month (City of Fort Worth news release, September 29, 2026), and permits run through the City of Fort Worth. The Tarrant Appraisal District record tells you which city the parcel is in.

What We Hand a Tenant or Buyer

One sheet: the city water office number, the three steps for electricity, the Atmos line, the two internet providers, the collection day for that address, and which city the address is actually in. The last line is the one people get wrong, because 76179 does not say.
